Please sign after reading this and make sure you understand everything that's in here. If there are any questions you may feel free to ask them on this thread.
Finances
1. Everyone must have a 53 man roster at MINIMUM. This also includes common sense minimums at each position (for example 2 DE's and 9 LB's is illegal).
2. Everyone must have their finances updated at all times. Make sure you have your Total Salary calculated (offense + defense + special teams), the League Cap posted, and your Cap Space (League Cap - Total Salary).
3. Season 1 League Cap is $135M
Offseason Free Agency
There will be 3 waves of free agents. The first wave will consist of 80+ players and will take 72 hours to complete. The second wave will consist of all other players and will take another 48 hours to complete. The final wave will be the supplementary free agency and players may be added first come/first serve.
Bidding Rules:
Bids for any player will start at the player's current salary level (if the player is an 85 HB then the minimum starting bid for that player is the salary level for an 85 HB). Bids will then increase using the salary chart. For example if the starting bid for a player is $1M, the next bid must be AT LEAST $1.25M since that is the next salary level on the chart. This will eliminate ridiculous minimal upbids that occurred last season. If a player's bid reaches the top of the salary chart ($13M), then minimum subsequent bids will be $2M each. As an example if a player reaches $13M, the next minimum bid is $15M. If an owner decides to just bid $17M outright instead, then the next minimum bid again is $19M.
ALL FREE AGENT CONTRACTS ARE TWO YEARS - As an example, if you sign someone in postseason 1, they are signed through seasons 2 and 3. You must indicate on your finance chart "Contract expires end of season 3" next to the player.
Free Agency - Wave 1/72 Hours/80+ Rated Players
During the first wave, everyone will have 10 free agent chips. This means that owners will only be allowed to bid on 10 different free agents.
An owner will only be able to submit 3 bids on a particular player. If an owner does not bid on a player in the first 48 hours then he will NOT be eligible to bid on the 3rd and final day and attempt to snipe the player. The first 48 hours is to be considered opening up negotiations with a player.
This will add an element of strategy since there are only a limited # of players you can bid on and a limited # of bids you can make per player. This will also force owners into making stronger bids from the getgo to prevent snipes at the end. It will also lessen the mess of open board bidding.
Free Agency - Wave 2/48 Hours/All Remaining Players
In this wave you can bid on as many players as you want since this wave will be based more on need. However the # of bids per player still stands at 3 so bid wisely and aggressively if you're interested in a player.
If you're interested in a player then you must bid on him the first day eliminating snipes or upbids from players just to harass/annoy other players.
Free Agency - Final Wave/Supplementary Free Agency
You may pick up any player who is still a free agent at this point to fill your needs without bidding. The contract will be at the salary level of the player's rating (69 WR will get 69 WR money).
To start bidding on a free agent, start a post in Free Agency (offense or defense depending upon his position - special teams falls under defense) with the player's name, position and overall rating in the subject.
All bids must be posted with what # bid it is and what # player you're bidding on (assuming it's either Wave 1 or 2). For example, if you're posting your first bid on the 7th player you are bidding on in wave 1 of free agency, you must post 7th player/1st bid along with your actual bid.
In-Season Free Agency
Just bid on a player by posting a thread (same way as above) and if no one bids for 24 hours after the last bid, that bid wins.
Restricted Free Agents (RFA)
You have the option to designate one of your expiring contract as a restricted free agent (RFA). When you tag that player as an RFA, you may opt to match the winning bid + 2.5M to keep the player.
Cutting Players and Cap Penalties
You may cut any player in an offseason with no penalty.
Any player cut during the regular season incurs a 25% cap penalty.
THE EXCEPTION TO BOTH SCENARIOS ABOVE IS FOR FREE AGENTS WHO WERE SIGNED AND ARE STILL UNDER 2 YEAR CONTRACTS. If you cut any of these players at ANY time before their contract expires, you incur a 50% cap penalty.
Trades and Cap Penalties
1. Trades must be posted in the proposed trade section. You must post the player's last name, first initial, position, rating and potential.
2. Trades are then voted on by the trade committee. Majority decision between the committee will decide if a trade is rejected or accepted.
3. Only draft picks rounds 1-3 may be traded. We will be especially hard this year on trading 1st round picks.
4. Cap penalties will be assessed as follows:
a) The first 2 trades you make during a regular season will incur a 25% cap penalty. Starting from the 3rd trade and beyond you will incur a 50% cap penalty.
b) If you trade for a player and then trade him again in the same season you will take a 100% cap penalty for that player's salary.
c) If you trade any player who won an award the previous year (offensive player of the year, MVP, etc) you will incur a 100% cap penalty.
d) We will address next offseason's cap penalty rules as it pertains to trading when it comes around
All cap penalties are permanent
